No justice dissented publicly from Monday's order, which followed a ruling from a federal judge in Texas that exempted the two companies, Blackhawk Manufacturing Group and Defense Distributed, from having to abide by the regulation of ghost gun kits.Other makers of gun parts also had been seeking similar court orders, the administration told the Supreme Court in a filing.“Absent relief from this Court, therefore, untraceable ghost guns will remain widely available to anyone with a computer and a credit card — no background check required,” Solicitor General Elizabeth Prelogar, the administration's top Supreme Court lawyer, wrote. The regulation changed the definition of a firearm under federal law to include unfinished parts, like the frame of a handgun or the receiver of a long gun, so they can be tracked more easily. Those parts must be licensed and include serial numbers. Manufacturers must also run background checks before a sale — as they do with other commercially made firearms. The requirement applies regardless of how the firearm was made, meaning it includes ghost guns made from individual parts or kits or by 3D printers.The regulation will be in effect while the administration appeals the judge's ruling to the 5th U.S. Circuit Court of Appeals in New Orleans — and potentially the Supreme Court.。”24日，重庆市政府新闻办举行新闻发布会，重庆市忠县县委书记徐海波在会上表示，“十五五”期间，两大项目双向赋能，共同撑起忠县能源产业的“四梁八柱”。　　万顺场储气库设计总库容70亿立方米，工作气量接近38亿立方米，紧邻川气东送和忠武线这些国家骨干管网，西可接盆地气源，东能送华中华东。投产后，它将深度嵌入“全国能源一张网”，是国家天然气调峰保供的“地下大粮仓”。　　复兴油田是四川盆地油气勘探的历史性突破，一举改写了重庆“无油”的历史，也打开了我国陆相页岩油开发的新格局。　　“十五五”期间，忠县立足服务国家能源安全大局，加快推进“一库一基地”建设，两大项目将从三个方面为忠县经济高质量发展装上“新引擎”。

二 | 　　强经济、增活力。项目全部投产后，每年可带来约50亿元产值、4.5亿元税收，直接拉动固定资产投资，催生一大批就业岗位，实实在在增加群众收入。

三 | 　　延链条、聚产业。忠县深化与长寿等化工园区的对接合作，探索共建飞地园区，构建“资源在忠、加工在外、利益共享”机制，向上延伸勘探研发，向下拓展精深加工，带动能源装备、技术服务配套产业集聚，向着500亿级能源产业集群目标迈进。　　提能级、升位势。随着“一库一基地”建成投用，忠县将从一座三峡库区城市，转变为服务全国能源保供的国家级油气储运枢纽节点，深度嵌入国家能源安全总体布局。“一座地下储气库、一个页岩油基地，正在重新标定忠县在全国能源版图中的战略坐标。”徐海波说。　　为保障两大项目顺利建成投用，忠县成立工作专班，由县级领导和企业负责人共同担任组长，实行问题清单化、调度常态化，统筹做好土地供给、道路交通、水电管网等要素保障，让项目建设少等待、少绕行。

四 | 　　“开发不以牺牲生态为代价，发展不以安全换取速度。”徐海波谈到，忠县严格落实安全生产、生态环保各项要求，把安全规范贯穿于钻井、开采、储气全流程，实现“地下挖宝藏、地上保青山”，走出一条生态优先、绿色发展的新路子。
